社情民意信息工作会议讲话

今天，我们召集部分专委会主任、界别召集人、社区活动组长、政协之友社总干事和社情民意信息员开会，对**年社情民意信息工作进行回顾小结，并就如何进一步推进这项工作进行交流和探讨。

刚才，宝生主任回顾了**年反映社情民意工作的总体情况，并就今后如何开展工作提了打算和思路。提案科就《关于进一步加强反映社情民意信息工作的意见》作了说明，戴云岚委员、林子瑾委员、杨柏钧社员作了交流发言，谈得都很好。关于工作思路和意见稿，大家也可会后以名种形式提出意见建议，补充完善。

去年9月，区委吴清书记调研区政协时指出，区政协围绕中心，积极参政履职，中心工作抓得住，重点工作抓得准，难点工作上得去，热点工作反应快，注重虚事实做，提高工作品质和品位，注重工作方法的“主动、生动、联动”。区委的高度评价，也包含了对我们社情民意工作的充分肯定。去年，吴清书记先后在18份社情民意材料上作了批示,指示相关部门和单位认真研究落实。

各专委会、界别活动组、社区活动组充分利用自身特点和优势，依靠和发动广大政协委员，围绕人民群众最关心、最现实、最直接的利益问题，围绕区域经济社会发展的热点难点问题，深入调研，精心组织，取得了显著成绩。**年度，区政协共收到279篇社情民意稿件，编发《社情民意》和《建言》专稿112期，向市政协提供83份，录用25份，3份被提交至全国政协。侨联界别梁树年委员的《关于针对外籍购买高铁车票推出“买票卡”的建议》、宗教界别杨基恩委员的《关于礼拜天不要调到平时休息的建议》和之友社杨伯钧社员的《关于加快光伏产业发展的建议》，分别被报送全国政协，有的还得到国家层面的关注。

**年政协社情民意工作取得了新的成效，但与形势任务的要求，还是有一定的不适应；与兄弟区的工作相比，还是有较大的提高空间。要发挥专委会、界别活动组、社区活动组、之友社组织协调作用，广泛动员，充分调动委员、政协特聘成员、党派团体成员和之友社员的积极性、主动性，进一步发挥委员的主体作用，进一步发挥之友社社员、特聘成员的重要作用，研究探索如何挖掘和发挥党派团体成员潜在后备作用，努力形成委员为主体，各界各方人士共同关心参与社情民意工作的新格局，进一步畅通与扩大民意来源渠道，为党和政府更好决策行政服务。这方面民革与之友社做了许多有益的探索，希望各专委会、界别和社区活动组，也能结合各自特点与优势，广泛深入动员，努力形成工作新局面。

一是进一步充实信息员队伍。目前，各专委会、界别和之友社均有1-2名社情民意信息员，发挥了很好作用。为进一步充实信息员队伍，推动社情意工作适应新形势的需要，决定在社区活动组和政协特聘成员中推行社情民意信息员制度，探索在各界别非政协委员成员中，精心挑选物色社情民意信息员，以扩大充实信息员队伍。

二是加强学习培训。要充分利用政协的特点与优势，加强对社情民意信息员形势与任务的教育。利用委员学习报告会、中心组学习扩大会、专题议政会等，帮助信息员认真学习党的十八大、十八届三中全会精神，学习全国“两会”精神，学习落实习总书记关于群众路线教育实践活动的一系列讲话精神，进一步了解掌握世情、国情、市情和区情。根据实际情况，还要组织相关专题讲座、培训与交流，提高社情民意信息员的撰写水平。

三是充分发挥激励机制作用。

刚才提案科提交的《关于进一步加强反映社情民意信息工作的若干意见》是在总结以前工作，参照兄弟区县好的做法的基础上，认真讨论研究制定出来的，是一项新的探索性工作。下一步，要如何发挥激励作用，还有待今后工作中作进一步的探索与完善。希望新的激励机制切实能充分调动广大委员的积极性、主动性和创造性，力争今年社情民意信息工作不仅在数量上有新进展，在质量上也有大的突破。

“纸上得来终觉浅，绝知此事要躬行”，我坚信“没有调查就没有发言权，”因此我积极参加社会调研活动，了解群众的呼声，为群众发声。2019 年我跟随长清区_部到双泉镇参加了双泉镇新旧动能转换调研，并对下一步工作积极献言献策。2021 年 6 月我跟随民盟济南市长清区基层委员会的领导到万德街道办事处调研乡村振兴工作。2021 年 11 月 25 日我代表民盟济南市长清区基层委员会参加了济南市长清区医保局的开放日活动，了解医保局的工作并提出个人的看法。2021 年 12 月 14 日我参加了区政协组织的对凤凰路小学评价活动。2022 年1 月 11 日我到双泉镇进行中小学一体化教学调研。只有真正抛开个人利益去做一些事，才能真正体会到人生的深层意义，体会到生命的更高价值，而不仅仅是眼前的利益。

叔本华认为：“认识能力，对普通人来说是照亮生活道路的提灯，对天才则是普照大地的太阳！人虽然能够做他所想做的，但不能要他所想要的。”科学不能创造目的，更不用说把目的灌输给人们；科学至多只能为达到这些目的提供手段。但目的本身却由那些具有崇高伦理理想的人构想出来的。我们切莫忘记，仅凭知识和技巧并不能给人类的生活带来幸福和尊严。人类完全有理由把高尚的道德标准和价值观的宣道士置于客观真理的发现者之上。在我看来，像_、摩西和耶稣这样的人物对人类所做的贡献远远超过那些探索和建构客观真理的人士所取得的一切成就。我积极参政议政，为各级政府部门服务，认真撰写社情民意信息，取得了良好的而效果。2012 年长清区举行政协会议，所提的 20 多条提案线索，均被政协采纳，向社会公布。

波普尔认为：我本人确信至少有一个能让一切有思想的人感兴趣的问题：理解世界，理解我们自己，理解作为这个世界一部分的我们的认识。2019 年我撰写的社情民意《关于调整济南市长清区初中学业水平考点的建议》被盟市委采用，《关于调整当前高考部分流程的几点儿想法》被市政协采用上报省政协，同时被

省民盟单篇采用。《对于当前基础教育改革的思考与建议》、《当前国民经济发展的几点认识与建议》被市政协留存。

2020 年我撰写的社情民意有 9 篇被市政协采用，其中《关于 2020 年全国抗击病毒 covid-19 的启示》被市政协采用并上报省政协单篇、全国政协综合；《关于新冠疫情下学生复学的有关建议》被市政协采用上报省政协单篇、省政协采用转件综合；《新冠疫情下中国经济社会发展的危中之机》被市政协采用，上报省政协综合；《关于新冠疫情下企业有序复工复产的思考》被市政协采用并上报省政协单篇；《关于调整 2020 年夏季中考临时性举措的建议》被市政协采用并上报省政协综合；《关于 2020 年山东省夏季高考的几条具体建议》被市政协留存；《山东省中小学复学准备中存在的问题及建议》被市政协采用并上报省政协综合； 《解决黄河流域水资源节约利用的四条建议》被市政协留存；《黄河流域城市发展的几点建议》被市政协留存。还有部分文章被市民盟和省民盟采用，例如《对于当前我国粮食安全的几点思考》、 《关于火神山医院等临时救治场所合理利用的思考》被省民盟采用，并被收录入《民盟 2020 济南市委员会参政议政调研成果选编》。2020 年我被区政协评为反映社情民意先进个人。2020 年 10 月和 2021 年 4 月长清区政协两次让我参加会议介绍经验。

2021 年撰写的社情民意《落实“双减”政策存在问题与建议》被市政协采用并转件单篇；《对于大力改革省市中考招生改革的建议》被市政协采用并转件单篇；《对于当前济南市新旧动能转换起步区建设的四点想法》被市政协采用并转件单篇；《建议深化住房公积金改革》被市政协采用并上报省政协综合；《“拉闸限电”背后存在的问题亟需高度关注》被是政协采用并上报省政协综合；《对于当前乡村振兴工作的几点建议》、《对于当前证券市场发展的几点建议》市政协做了留存，《对于“学习强国”栏目设置的相关建议》被市政协采用，上报省政协单篇。2021 年我被学校评为年度《学习强国》学习达人。2022 年 1 月中国民主同盟济南市委员会给济南市长清第一中学党委发了一封感谢信，感谢我在参政议政方面的工作。

这些文章口气太大，主要是笔者的想象和感悟， “满纸荒唐言，一把辛酸泪”，正如罗翔所讲的：“知识越贫乏的人，越拥有一种莫名其妙的勇气和自豪感，因为知识越贫乏，所相信的东西就越绝对。” “莫道今年春将尽，明年春色倍还人。”荣誉已属于过去，只有把个人紧紧地融入集体，紧跟时代的脉搏，才能焕发出青春和活力，才能不断地汲取营养、茁壮成长，才能踔厉奋发，笃行不怠，我将铭记在心,身体力行，不辱使命、不忘初衷！我将在各级党委、盟市委以及基层委员会的领导下，加强调研，积极建言献策，为做一位优秀的民主同盟盟员和人民教师而努力工作。

为认真贯彻落实区委关于在创先争优活动中开展党员干部“下基层大走访”活动的通知精神，进一步推进社会管理创新，密切党群干群关系，理顺群众思想情绪，掌握社情民意，促进矛盾纠纷化解，社区党支部决定，在全辖区范围内开展党员干部“下基层大走访”活动。特制定如下方案：

通过开展党员干部“下基层大走访”活动，认真贯彻落实胡锦涛同志在庆祝中国共产党成立90周年大会上关于“每一个共产党员都要把人民放在心中最高位置”的讲话要求；到群众中去，拜人民为师，在同群众朝夕相处中增进对群众的深厚感情，在应对复杂局面、解决实际问题中提高为人民服务本领；问政于民、问需于民、问计于民，倾听群众呼声，反映群众愿望，关心群众疾苦，保障人民权益；密切党群、干群关系，推动创先争优活动深入开展，为加快建设富裕文明和谐新北关贡献力量。

四、主要内容

以市、区党代会精神为指导，结合党员领导干部联系点、窗口单位和服务行业为民服务、党员志愿者服务、 “双百夺旗争星”等创先争优活动重点工作，开展内容丰富、形式多样的服务活动，切实为群众办实事、解难事。

1、开展政策宣讲活动。全辖区广大共产党员要积极行动，深入基层，向群众宣讲党的方针政策，宣传胡锦涛同志在庆祝中国共产党成立90周年大会上的重要讲话精神，宣传中原经济区建设宏伟蓝图和市、区党代会精神，解答群众提出的疑难问题。各级党员领导干部要充当表率，经常性深入到群众中调研指导工作，帮助群众解决实际问题。

2、开展作风转变活动。社区党员干部要带头转变作风，通过开展“下基层大走访”活动，切实强化服务意识，强化学习意识，促进党员干部学在前、思在前、干在前、吃苦在前、奉献在前，讲政治、讲大局、讲团结、讲民主、讲原则、讲正气；强化自律意识，促进党员干部勤政为民，以实际行动凝聚人心、鼓舞斗志，影响和带动群众投入到建设富裕文明和谐新北关的实践活动中去。

3、开展征求意见活动。积极组织党员干部深入居民百姓，通过发放调查问卷、设立意见箱、公开固定电话等渠道，虚心听取群众意

见和建议，获取第一手资料；注意向群众询问解决问题的办法，及时进行深入研究，提出加强和改进工作的意见，并抓好落实，努力给群众一个满意的答案。

4、开展送温暖活动。结合征求意见活动中群众反映的突出问题，向群众作出公开承诺；经常性地走访“五保户”、特困户、有重病（长期患病）人户、有重大灾难户、老党员、离任村干部、军烈属、“留守家庭”、下岗职工、返乡务工人员等困难群体，帮助他们解决困难。原则上，2011年底前，每一位社区干部要走访3户以上家庭。

5、开展结对帮扶活动。经常性地开展志愿服务活动，及时为群众提供义诊、健康咨询、法律援助、科技指导、信息交流、家电维修等便民、利民服务。要不断创新社会管理，做好群众思想疏导和矛盾化解工作。要在节假日广泛开展送演出、送节目、送图书等活动以活跃群众业余文化生活。要进一步完善结对帮扶机制，每名党员干部都要帮扶1－2户困难群众，办实事、解难事。

五、工作要求

1、加强领导。社区党支部成立干部“下基层大走访”活动领导小组，由社区书记任组长，社区主任任副组长，其它社区工作人员为成员。

2、强化督查。活动期间，各走访干部要认真对待，社区对活动情况进行记录汇总。

3、认真总结。各走访责任人都要对此次活动进行总结，深刻剖析不足和问题。内容包括所处理的情况、处理过程中好的经验、存在的问题和不足、工作建议等方面的内容。要通过“下基层大走访”活动，将该解决的解决到位、努力将矛盾化解在基层，将问题解决在一线。

根据市、县妇联关于集中组织开展“下基层、访妇情、办实事、帮民富”活动要求，结合“送政策、送温暖、送服务”工作，进一步发挥我镇妇女干部创新实干、开拓进取的精神，继续保持妇女干部真抓实干的工作风貌，服务群众，真正解决妇女群众的'困难，在创先争优活动中争创佳绩，我镇妇联决定组织开展“下基层、访妇情、办实事、帮民富”活动，制定如下实施方案：

一、 活动意义

开展“下基层、访妇情、办实事、帮民富”活动是进一步做好新形势下妇女群众工作、促进妇女儿童与经济社会协调发展的必然要求；是组织广大妇女全面参与建设实力、宜居、生态、幸福南塘发展的必然要求；是加强妇女干部作风建设、促进我镇发展环境持续优化的必然要求。镇、村妇女干部要深刻理解把握中央、和全国妇联关于改进作风、深入基层开展访民情为民服务活动的重要意义及要求，深入贯彻实施我镇“下基层、访妇情、办实事、帮民富”活动。

1、开展调查研究活动、了解群众需求

镇、村妇女干部要深入村、组、户，要耐心倾听群众意见，反映群众需求，切实解决妇女问题。各妇女干部要结合自身实际、结合“三送”活动，以所包扶的村、组、户为联系点，对所包扶的村、组、户进行实地、上户调查，密切跟踪群众诉求，及时了解群众疾苦。通过调研，掌握妇女群众需求，尤其是失地失业、留守流动妇女、特殊困难妇女、单亲贫困母亲、高龄空巢老人等弱势妇女群体生产生活中存在的突出问题。对所掌握的情况和数据信息要在年内形成一篇调研报告。在工作中妇女干部要人手一本妇情工作记录本，要建立一本妇女需求台账，对妇女群众的需求进行及时登记。

2、解决问题，帮助妇女儿童办实事

各妇女干部在活动中，要始终坚持“调查研究是手段、发现问题是基本、解决问题是目的”的原则，坚持有问题必解决、发现一个问题解决一个问题的要求，对困难的妇女群众要落实帮扶措施，对于较复杂的问题，要进行研究，提出逐步解决问题的具体方案，争取分管领导的支持，创造条件解决难题。分析妇女群众反映的问题，进行归纳总结，对妇女就业、参政和妇女儿童教育、卫生保健、社会保障、法律保护、发展环境等各个领域有普遍性、倾向性的问题提出具有针对性和可操作性的对策建议，推动解决源头性、综合性问题。

四、 活动安排步骤

（一） 学习动员阶段（3月下旬至4月上旬）

1、 动员部署。召开镇“下基层、访妇情、办实事、帮民富”活动动员大会，围绕贯彻落实“送政策、送温暖、送服务”工作的要求，进行全面部署，成立活动领导小组，制定活动方案。

2、 广泛宣传。运用学习会、座谈会、制作宣传栏等多种形式，组织镇、村妇女干部了解掌握活动部署和要求，统一思想认识，并自觉运用于自身工作和实践中。

（二） 具体实施阶段（4月中旬至10月下旬）

各妇女干部要按照活动的内容要求开展调查研究，跟踪联系帮扶困难妇女群众，撰写一篇调查报告，梳理好妇女群众需求。

（三） 总结阶段（11月上旬至12月中旬）

年终召开活动总结大会，对活动中表现较好的妇女干部进行表彰，整理好活动资料并进行归档。

作为党联系群众、团结各界的重要组织，人民政协能够广泛了解各界群众的利益诉求，积极反映社情民意信息，尊重人民主体地位，尊重人民首创精神，切实体现中国特色社会主义民主的独特优势。深化人民政协社情民意信息工作，对于贯彻落实党的十八届六中全会精神，密切党同人民群众的血肉联系，具有重要意义。

政之所兴在顺民心，政之所废在逆民心，民心是最大的政治。中国共产党之所以能够取得事业的成功，靠的是始终保持同人民群众的血肉联系、代表最广大人民根本利益。人民政协社情民意信息工作，是保持党和群众血肉联系的重要渠道，也是巩固和扩大党的执政之基的坚强基石。

（一）党的性质宗旨决定了必须坚持人民主体原则。历史是人民创造的。党的神圣使命和根本职责就是带领人民群众实现当家作主，行使好自己的神圣权利，带领人民群众为维护好、实现好、发展好自己利益而奋斗。来自人民、植根人民、为了人民是党的立党之本、执政之基、力量之源，人民立场是党的根本政治立场，人民群众对美好生活的向往是党的奋斗目标，人民群众的根本利益是党各项工作的坐标，始终保持与人民群众的血肉联系，是党最大的政治优势。

（二）通过落实党的根本工作路线体现人民主体原则。中国共产党坚持一切相信群众，一切依靠群众，从群众中来，到群众中去，将群众路线作为新中国设计国体、政体和其他重要政治制度的出发点和落脚点，并在长期工作实践中作为根本工作路线加以贯彻执行。把人民群众摆在心中最高的位置，与群众同呼吸、共命运、心连心，了解人民群众的愿望，代表他们的利益，为他们服务和声张正义，以此得到人民群众的长期信赖和拥护。坚持党的群众路线，既是共产党党性的体现，也是执政的基本工作方法。

（三）掌握社情民意是党的群众路线最重要的基础。当今社会，利益分化带来的利益主体多元化、利益需求多样化，给党的群众工作带来了许多新挑战和新问题。广泛了解社情民意，既有助于党聚焦群众的利益诉求，充分了解把握社会各方面需求以及少数群体的特殊要求，在维护整体利益、根本利益的同时，尽可能处理关照好局部利益、当前利益，促进社会公平正义；也有助于党协调好不同利益群体的矛盾，做好群众的组织动员、说服教育工作，引导好社会舆论，在服务群众的同时，发挥带领群众前进的领导作用。

（四）人民政协社情民意信息工作是密切联系群众的桥梁纽带。习近平总书记强调，人民政协要提高联系群众能力，创新群众工作方法，畅通和拓宽各界群众的利益诉求表达渠道，发挥好桥梁纽带作用。新形势下，要充分发挥政协社情民意的广泛性、代表性优势，通过组织参加政协的各党派团体、政协委员、各专委会等，深入界别群众和基层群众之中，及时反映群众愿望诉求，巩固扩大党的执政基础和群众基础。

（一）真实倾听群众所需所盼，体现执政为民。立足于最广大人民群众根本利益，优先解决人民群众最关心、最迫切的现实问题，是党有效执政、精准施策的重要前提。目前，科层制的党政機关架构在履行社会综合治理职能方面有较大优势，但过多的层级设置，导致党政机关和群众直接沟通的渠道较少，全面了解情况有时不够，且时效性不强。人民政协的社情民意信息工作，把各级政协委员和各界人士的意见建议纳入同一平台，不仅广泛且具有直接性、多样性的特点，是党和政府全面、及时、准确了解实际情况的重要渠道和可靠依托。作为专门的协商机构，人民政协通过社情民意汇聚民意，把来自基层群众的意见诉求纳入更为广泛的协商途径中，有利于引导所联系群众支持和参与改革发展，保障人民群众的知情权、参与权和监督权。

（二）坚持问政于民问计于民，广泛汇聚民智。人民政协人才荟萃、智力密集，汇聚了各领域有影响力、有权威性的代表人士，所反映的社情民意信息，不仅关注问题是什么，而且还关注问题背后的原因，以及解决问题的具体思路建议，对于党和政府在施政过程中汲取智慧和力量，大有裨益。人民政协的社情民意信息工作为各界人士建言献策提供了经常性沟通渠道，有利于党政部门汇集民智，为改革发展添助力、增合力，推动各项改革发展举措落到实处。

（三）加强立法协商和决策评估，推进依法执政。在推进依法治国、依法执政的进程中，人民政协的社情民意信息工作可以围绕有关立法协商的议题，就法律制定、法律条文修改以及重大政策制定执行等问题，广泛征求意见建议，不断推动立法的科学化、民主化；可以围绕对国家宪法、法律和法规的实施，重大方针政策的贯彻执行、国家机关及其工作人员的工作，通过建议和批评进行监督，并对有关决策效果进行客观评估，向党和政府反馈决策成效和民意参考，以利于党和政府部门修补不足、改进工作，提高决策的科学化水平，有效克服部分政策执行不力、不规范等弊端。

（一）把社情民意信息工作作为补充协同党内监督的新路径。党内监督固然很重要，但有时也有局限性。这些年，我们党着力解决的“四风”问题具有顽固性、反复性，尤其是新形势下出现了隐形、变异的新特点，必须在切实加强党内监督的同时，加强人大监督、民主监督、行政监督、司法监督、社会监督、舆论监督等监督形式的协调配合，形成立体的监督密网，做到及时发现、露头就打，有力支撑助推从严治党，推进作风建设常态化长效化。人民政协的社情民意信息工作，是民主监督的重要形式，为各界群众监督各级干部及其权力机关正确行使公权力提供了可行性渠道，督促各级干部激发起强烈的责任感和使命感，用良好的精神状态和工作作风干事创业。

（二）把社情民意信息工作作为坚持问题导向促进党建的助推器。这些年，全面从严治党之所以取得了显著成效，关键在于坚持问题导向，有效解决了突出问题，从而极大增强了广大群众的信心。但由于长期以来管党治党存在的宽松软现象，以及不少方面的制度缺失，目前一些老问题仍然时有发生，为官不为、不敢担当等新问题以及一些地方政治生态方面的深层次问题也客观存在。坚定不移地推进全面从严治党，必须继续坚持问题导向，巩固解决老问题所取得的成果，有效遏制新问题的蔓延和消极影响。人民政协的社情民意信息，来自基层、来自群众，最贴近实际，可以帮助党和政府及时发现从严治党的薄弱环节和短板，察觉一些苗头和倾向性问题，反观党建措施是否落地、到位、见底，从而保证从严治党取得实实在在的效果。

（三）把社情民意信息工作作为检验党建成效群众认可度的晴雨表。党的十八大以来，党中央坚持从严管党治党，把权力关进制度的笼子，反对一切特权，得到了人民群众的由衷拥护，但从严管党从严治党永远在路上。人民政协的社情民意信息工作，具有正向反馈的重要作用，其不仅代表性广泛，渠道通畅，而且层级多样，理性务实，尤其是具有参政党民主监督的政党特色，对于党及时了解掌握从严治党实际成效，尤其是坚持以上率下重点抓好党员领导干部，检验党庄严承诺的具体兑现情况，加强规范和约束权力的制度建设，进而不断加强和改进党的自身建设，更好地得到社会认同，具有不可替代的重要作用。
