领导干部讲话艺术
讲话是领导者的一项基本功，是领导工作的主要手段。无论是定政策、作指示、安排工作、部署任务，还是发动群众、教育群众，都需要讲话来完成。然而，长期以来，人们没有把领导讲话提高到语言艺术、领导艺术的水准来认识、在许多场合领导者讲话“照本宣科”、“目中无人”或是“信口开河”、“喋喋不休”的现象较为普遍。所以，提高领导干部的讲话水平，增强讲话中“演”的功效，是当前各级领导干部都应普遍增强的能力素质。
一、突破思想误区。增强“演”的意识
受演讲比赛、电视辩论赛的影响，人们往往把领导者的“讲话”与“演讲”截然分开，认为领导讲话只需注重讲话内容，如果注入“演”的成分，就会显得虚假、造作。有的认为表情丰富、动作夸张是个性张扬、不够稳重的表现，这是一种误区。
领导干部讲话是指领导者在特定的时境中，借助有声语言和态势语言，面对广大听众宣传政策、发表意见、部署工作、组织活动、抒发感情，从而达到感召听众并付诸行动的一种现实的社会实践活动。领导讲话虽然以“讲”为主，但还要体现“演”。既要体现主题内容与表达形式的统一，又要实现听众的听觉与视觉统一。它不仅要把事和理讲清楚，让人听明白，而且还要把事物和道理讲得生动、形象、感人，既有情感的激发力，又有声态并作的审美感染力。在实践中，领导者讲话活动的种类繁多。场景各异;主题多样，内容广泛，特点各异，听众也是形形色色。但有一个共同特点，即都是听众听觉和视觉的接受对象和欣赏对象，都必须唤醒听众的视觉和听觉共同参与。“讲”是有声语言，它承载着领导者的思想和感情，直接作用于听众的听觉器官，产生效应。态势语言(包括表情、手势、身体姿态)则是“演”，它配合有声语言，表达着领导者的思想情感;加强着有声语言的感染力和表现力，弥补着有声语言的不足。它主要作用于听众的视觉器官，在听众心里引起美感，得到启示，产生效应。领导者的讲话如果只有“讲”而没有“演”，只作用于听众的听觉器官而不作用于听众的视觉器官，就会缺少感染力和号召力。只有既“讲”又“演”，既是听觉的又是视觉的，才能体现一般演讲的本质属性，也是领导干部讲话中必须遵循和把握的规律。因此，领导者要突破思想误区，增强讲话中“演”的意识，提高锻炼的自觉性，如熟悉讲稿内容、设计适当的动作手势，选择恰如其分的服饰妆容等，以增强讲话中“演”的.功效。当然，领导者讲话一定程度上有别于演讲比赛的，由于是比赛，会增加些表演的成分，演讲者要激情流畅地背诵讲稿，动作手势较为夸张，声音更高亢，服饰妆容也更为讲究。
二、采用单层结构。增强“演”的节奏感
领导干部的讲话大多数是在听众没有视觉参考的情况下所进行的口语表达方式，这对演讲内容的结构有较高的要求。因为讲话受时空的限制，“讲”和“听”都是在瞬间完成的。听众在跟随领导“讲”的同时，很难清楚地记忆复杂的层次关系。有关研究表明，人们走出演讲会场时，大脑中的直接记忆大约30个字左右。现实活动中，多层复杂的结构，适用于一些高层的、重大的、正式的会议或场合，讲话内容从一、二、三、到(一)、(二)、(三)再到1、2、3、甚至还有(1)、(2)、(3)——。由于讲话稿事先已分发给了与会人员，听众有了视觉参考材料，领导者“照本宣科”即可。然而，现实工作中，大多数场合的领导讲话是没有分发讲话稿的，这就要求领导者的讲话需要给听众一个简单而清晰的逻辑，只有采用单层结构形式，才能使讲话简洁明快，富有节奏感。

我叫__，原来在基层担任__一职，工作了近十年。去年企业安排我担任__领导。我十分感谢企业对我的关怀和照顾，没有领导的关心和支持，就没有我的成长、提高。在此，请允许我借此机会，向各位关心、爱护我的领导和同仁们表示最衷心的敬意，谢谢大家了!

一、坚定思想，努力提高思想政治觉悟
古语说：“德若水之源，才若水之波”。我主要分管网络运行维护和宽带业务工作。我想，要做好本职工作，必须要有正确的政治思想。今年以来，我用党的理论武装自己的头脑，提高自身政治素质，在思想上与联通保持一致，坚定理想信念，树立正确的世界观、人生观和价值观，树立全心全意做好工作的思想，做到无私奉献。在工作上我养有吃苦耐劳、善于钻研的敬业精神和求真务实的工作作风，紧密结合岗位实际，完成各项工作任务。
二、加强业务能力的培养，不断提升个人工作水平
今年，企业的主要工作目标就是聚焦推进实施“一二三工程”。为此，我紧密结合工作目标，认真学习新的业务知识，希望更娴熟地掌握各项业务，更好地为客户服务，为企业树立品牌形象。一方面，积极了解国家在通信行业方面出台的新政策、新法规。另一方面，重点学习关于网络运行维护的专业知识以及各种宽带新业务。做到学深学透，掌握在脑海中，运用到实际工作中，为自己做好本职工作打下坚实的基础。遇到问题，我还常常抓住机会向周围的同事学习请教，绝不放走任何一个问题。这样，虽然今年我的工作比较闲，但我人却没有闲下来。因为，我知道，在当前竞争激烈的时代，人一旦放松下来，不学习、不进步很快就跟不上时代的发展，企业的需要。我还希望在今后我病好后，能为企业作出更多的贡献。
三、工作态度求真务实
今年以来，我主要的工作就是配合__领导共同搞好网络运行维护、宽带业务等工作。虽然，为了治病，我负责的工作也不多。但我始终坚持每天按时上班。因为，我自工作以来，就始终坚持“精益求精，一丝不苟”的原则。具有很强的事业心、责任心。我认为，虽然工作简单，但要把每件小事当作大事来做。因此，只要__领导需要，交付我的任务，我一定会尽职尽责、竭尽全力去完成，一定会保证按时按质完成任务。
四、积极协调配合，认真完成工作任务
“工作就意味着责任，一个人不论从事何种职业，都应该心中常存责任感，敬重自己的工作，在工作中表现出忠于职守、尽心尽责的精神，这才是真正的敬业”。我深知这句话的含义，虽然我有病在身，但这决不是我放松自我的借口。
我常告戒自己：“要嘛不干，要干就干出样子来”自己在工作中，主要把握十二个字“心系岗位，履行职责，突出重点，落实责任”。始终做到在思想、行动上与企业同心同德。工作中能够按照轻重缓急认真安排和妥善处理各项工作。管理上做到了办事不越权、不越位，工作不拖沓、不含糊，矛盾不上交、不下压，责任不躲避、不推诿。用全新的管理理念，简化办事程序，提升层次，坚持做到“四个不让”：不让分管的工作在我这里受阻，不让差错在我这里发生，不让客户在我这里受到冷落，不让我们企业的形象在我这里受到损害，真正做到了让领导放心、上下级称心、全体员工顺心。
五、廉洁自律，树立好形象
作为一名企业的领导干部，本人能够严格按照党员领导干部廉洁自律的要求，在工作和生活中全面贯彻《廉洁准则》和《党风廉政责任制》，自觉遵守廉洁从政的各项规定，规范自己的言行举止，始终保持清政廉洁的作风，时时处处都以领导干部的标准严格要求自己，牢记“两个务必”，与时俱进，开拓创新，充分发挥党员的先锋模范作用。
六、存在的主要问题和今后努力方向
回顾过去的工作，有成绩，也有差距，就目前的实际情况来看，在许多方面也存在着不足：面对严峻的挑战，缺乏学习的紧迫感和自觉性。俗话说“居安思危”，但在落实党风廉政责任制上有的时候还存在缺少忧患意识、麻痹大意的情况，总认为腐败分子在别处，自己这里反正不会出现什么问题。同时，有时工作急躁，急于求成，工作力度和措施还不够，这些都有待于我在今后工作中去完善和提高。
明年我将从以下几方面努力整改提高：一是要提高认识水平，增强工作的预见性，时刻保持强烈的忧患意识;二是加强学习，提高理论水平，不断完善和充实自己，特别是对__各项制度要学深、学透，做到应用自如。

20xx年的春节和元宵佳节已经过去，今天街道党工委、办事处召开全街道社区干部大会，也就是我们经常所说的春节后的收心会，主要目的就是要求各社区、全体干部要从现在开始，收回心思，集中精力，尽快从节日的喜庆气氛中走出来，以更加饱满的精神和充沛的精力投入到新一年的各项工作中。今年春节期间，各社区、站所办严格按照区街的总体安排部署，认真落实各项安全防控措施，强化值班责任和巡查意识，领导带队、值班人员坚守岗位、尽职尽责，没有发生安全事故、草原火灾、治安案件和大的刑事案件，使辖区人民欢渡了一个安全、详和的节日。常言道，一年之计在于春，新年新希望，新年新要求，我们要进一步认清形势，找准差距，增强责任，把握机遇，在困难中寻求发展，在发展中增强信心，全力落实区街提出的今年工作的总体要求和目标任务，认真落实“两会”确定的各项工作任务，结合社区和部门实际，认真制定工作计划、确定工作重点、明确工作责任、落实工作措施，确保落实好20xx年确定的各项工作任务。下面，我代表街道党工委、办事处提几点要求和希望。
一、认清形势，统一思想，切实把注意力集中到工作上来
从今天开始，各级干部都要把思想和精力转移到工作上来，认认真真，全心全意履行好工作职责。要恢复正常的机关工作秩序，严格上下班纪律。要防止和克服在极少数人身上可能出现的整天忙于吃喝应酬，而将工作置于一边，或者人已到岗，但心不在焉，思想不集中的现象。各社区负责同志不但要从自身做起，带头树立榜样，而且要管好自家人，各社区也要尽快组织召开会议，把大家的心思、精力全部集中并投入到新的各项工作中，带领一班人集中精力搞好开局工作。眼下，已经进入3月份，也意味着第一个季度很快就要结束，如果我们稍有松懈麻痹思想，第一季度的任务就很难完成，就会影响到全年工作。希望每个同志都要有一种紧迫感、责任感，积极迅速投入到工作当中，切实保证机关工作正常有序运转。
二、强化管理，严格要求，加强自身和队伍的作风建设 各社区、站所办要从现在开始，从自身做起，不断深入基层、深入群众，指导基层工作和解决实际问题，努力拓宽掌握新情况的渠道和途径。把维护好最广大人民群众的根本利益作为出发点和落脚点，多为群众谋利益，多为群众办实事。要认真落实责任，从每一件事抓起，从安排到检查、到落实，要时刻惦念工作进程如何、效果如何，切实把责任放在心上。在具体工作中，不能把工作任务作为一种应付上级检查考核来对待，更不能敷衍走过场，而是时刻惦念着辖区经济社会发展和居民群众生产生活的改善，真真扑下身子，把工作做实、做细，坚决反对好大喜功，努力形成求真务实、真抓实干的浓厚风气。各社区、站所办领导要抓好队伍建设，严格工作纪律，全身心投入本职工作，充分调动干部职工的积极性，努力确保各项工作不松劲。
三、分工负责，团结协作，进一步增强干事创业的工作合力 搞好工作首先要讲求团结协作，只有搞好团结，才能求得抓落实的强大合力，树立团结协作精神是促进各项工作高效运转，圆满完成任务的有效前提。年前，街道党工委、办事处调整交流了部分社区和领导干部，现在都已经到岗到位了，新交流任用的干部一定要迅速转变角色，努力适应新岗位的要求，进一步提高领导工作能力，领导班子间要团结协作、求真务实，努力开创本社区、本部门的工作新局面。在干部调整交流中由领导岗位转任为非领导岗位的同志，要继续发扬多年来形成的率先垂范、艰苦奋斗的优良作风，走出转任就是离岗的错误思想误区，充分认识到自己仍然是国家公职人员，转任干部所在单位要对其赋予一定的工作职责，做到人尽其能，才尽其用。街道纪检要加强日常考核和检查力度，加强对转任干部的教育，对违反规定不正常上班和不履行街道党工委、办事处的要求的转任干部要严格按照《公务员法》及相关规定严肃处理。对确因年龄、身体状况等原因请假的干部要严格履行请销假制度。
各社区、站所办要服从辖区发展的大局，服从区街工作的大局，服从大局利益，规范自已的行为，大事讲原则，小事讲风格。工作上讲协作，同志间讲友谊，集中精力谋发展、谋思路、创实绩。不断增强部门间联系，互相配合、互相支持，真正拧成一股绳，形成合力，把辖区各项工作做好做实。
四、立说立行，真抓实干，落实好当前的各项工作
起好步、开好头，对于全面完成今年的目标任务至关重要。各社区、站所办要认真安排好近期各项工作，全体干部要增强责任意识，求真务实，狠抓落实，把心思和精力集中到抓好落实、推动发展上来，立发展之志、鼓发展之劲、谋发展之策、求发展之效，形成一个人人干事业、人人为群众的良好局面，扎实做好当前的各项工作，为全面完成年度目标任务奠定良好的基础。
同志们，新的一年的工作序幕已经拉开，希望街道社区干部把思想和行动统一到区街的决策部署上来，全面贯彻落实科学发展观，坚定信心，真抓实干，开拓进取，励精图治，扎实工作，圆满完成今年的各项工作任务，取得沙井驿经济社会建设的新胜利!

在任职六年，与大家一起打拼奋斗，共同体验创业的艰辛与乐趣，是我人生中一笔宝贵的精神财富，将成为我人生中最为难忘的一段经历。使我由衷高兴和欣慰的是，经过多年艰苦奋斗，发展的目标和思路进一步清晰，发展的质量和效益进一步提高，发展的活力和后劲进一步增强，各项工作都有新的进步和起色，走出了一条顺应时代要求，符合实际的率先发展、科学发展、和谐发展之路。更为可喜的是，全县干部群众的思想观念发生了深刻转变，求发展成为广大干部群众的自觉追求和共同愿望。目前的，风正、气顺、心齐、劲足，发展的形势很好，发展的潜力巨大，发展大有希望，未来前景广阔。借此机会，真诚地祝愿新一届领导班子在省、市的正确领导下，带领全县广大干部群众，珍惜好、巩固好、发展好来之不易的大好形势，同心同德，艰苦奋斗，乘势而上，全力推动经济社会更好更快发展，站到更新的历史起点，跃上更高的发展平台，推动工作再上新台阶。

衷心感谢你们给予了我这次难得的参与竞争和接受挑选的机会。 下棋找高手，弄斧到班门 ，和自己敬佩的师长、师兄和师姐们同场竞技，既感底气不足，也很难为情。但作为承前后后跨世纪的一代年轻干部，尽快地成长成熟成才，担当起推进党的现代化事业和确保社会主义中国在日趋激烈的国际竞争中立于不败之地的重任，是我们光荣而义不容辞的历史责任。虚心学习、经受磨练、增长见识，是我参与竞争的原始动力。同时我也相信，再微弱的灯火只要置身高处，它也能最大限度地照亮远处。
敝帚自珍，自己也还有一定的优势;正逢能吃苦、干事业的年龄。我今年36岁，思想活跃，朝气蓬勃，精力旺盛，能够全心身地投入到工作当中。16岁跨进大学校门，20岁大学毕业后步入军营，32岁提拔为原部队最年轻的团职干部。这期间，清苦的农村生活、正规的高等教育和严格的军事训练同时教育和培养了我。因为年轻，对新事物新知识求知若渴，生怕落伍;因为年轻，对同志们的优点长处便看在眼里，记在心里;因为年轻，勇于实践、敢想敢为是我们的首选;因为年轻，也就更渴望能担当起比自己年龄更重的工作和责任。
有一股拚命工作和乐于奉献的精神。14年军旅生活和3年省委机关的工作经历，培养了我严格的党性原则、严明的组织纪律、吃苦耐劳的思想品质和雷厉风行的工作作风。往最高的标准靠，尽自己最大的努力，满负荷甚至超负荷运行，一直是自己推崇的工作态度。从部队转业来办公厅工作三年了，在这个全新的工作环境里，从考察处室班子、评选 十佳青年 、组织国庆50周年文艺晚会到撰写厅处两级 三讲 教育和这次竞争上岗办公室的大部分文稿，并还有幸参加了民情调查和专项查办等政务活动。能够基本完成这一个接一个工作任务的挑战，归功于领导和同志的信任与关爱，也得益于自己始终保持了昂扬的斗志，始终有一颗乐于奉献的平常心。
丰富的工作经历培养了自己一定的知识和能力。在 17年的工作经历中，当过兵，带过兵;干过首长的秘书，主持过办公室的工作;饱尝了与笔墨共舞的艰辛，也体会过料理一百来号人柴米油盐衣食住行的惬意。每一次工作的变迁和角色的转换，都是对自己丰富知识和培养能力的绝好锻炼，在语言表达、文字组织、综合协调、计划决策、宏观管理等方面，都打下了一定的基础。
随和大度，很容易和同志们团结共事。工作中总会有矛盾，能以坦诚和真心相待，受得了委屈，容得下误会，耐得住猜疑，经得起考验。很容易融进一个新环境，与大家一起，集中精力并形成合力把工作干好。担任团委书记后，在人员不熟悉、工作不了解的情况下，抓住特点准，进入情况快，依靠众人拾柴，在较短的时间打开了工作局面。团委的工作一年一个台阶，先后被评为省直机关红旗团委、xx省红旗团委和xx省青少年思想工作优秀集体，自己也在去年被评为 xx省优秀团干部 。

一、主要业务工作情况
(一)加强目标管理，强化责任落实。
一是围绕中心，服务大局。坚持安全工作为经济建设服务，为社会和谐稳定服务，为企业本质安全和健康发展服务，为保障人民生命财产和身体健康服务。坚持抓安全保发展，抓安全促生产，不断提高安全工作对经济社会发展的保障能力。
二是安全发展，以人为本。坚持“安全第一、预防为主、综合治理”的方针，把安全工作作为社会管理的重要内容来抓，作为履行社会管理和市场监管职能的基本任务。
三是突出重点，总体推进。坚持把煤矿、道路交通作为安全工作的重点，通过加大基层基础建设，大力开展专项整治，全面推进全市各行业领域的安全管理工作。
四是明确目标，落实责任。通过签订工作目标和任务责任书，严格安全绩效考核管理，形成“横向到边、纵向到底”的责任体系，督促指导各级、各部门严格落实安全生产责任。
(二)坚持监管与服务、处置与疏导相结合。
一是协调调度，指导督促。认真履行综合协调的职责，通过组织开展大检查、召开专题会议等措施，加强指导监督的力度。
二是注重管理，监管创新。着力创新管理手段，把安全教育与安全监管相结合，在依法查处各类非法违法行为的同时，更加注重源头的管理，注重超前预防。
三是依法监管，公正执法。大力倡导阳光执法的理念，切实做到依法监管、严格执法、文明执法、公正执法。
四是依法行政，服务为先。坚持执法监管与服务相统一，督促指导与教育疏导相结合，规范行政许可和行政服务的办事程序，提高服务质量和行政效能，做到及时办结和按时超告，自__年以来，在承诺规定时限内办结率达100%。
(三)狠抓基础工作，促进安全发展。
一是抓安全标准化建设。始终把安全标准化作为提升企业安全管理水平和建设本质安全的重要措施和基础工作来抓。__年以来，全市共完成各类安全标准化达标企业332家。
二是抓安全技术改造建设。安全技术改造一直就是我市实施科技兴安的重点工作。__年以来，省、市财政资金共投入4800万元，带动了15亿资金在公共基础设施安全、煤矿、道路交通、非煤矿山等重点领域实施安全技改建设。
三是抓科技装备和现代化建设。在重点行业推进机械化、科技化和数字化。尤其是地方煤矿已在机械化方面实现了零的突破，目前，全市有3家地方煤矿企业实现了综合机械化采煤。
四是抓整顿关闭，提升集约化水平。__年以来，共关闭不符合产业政策的81个非煤矿山和33个地方煤矿;对147个整合、技改煤矿保留一套独立生产系统实施了全部取消和关闭。煤矿单井生产能力大幅度提高。
五是转变发展方式，走循环发展之路。通过在煤矿企业实施瓦斯发电，既增加了效益，促进了抽采，又保障了安全。目前，我市地方煤矿已建成瓦斯发电站13座，装机容量4.57万kw。
(四)加大整治力度，注重长效机制建设。
一是扎实开展安全专项整治。对煤矿、非煤矿山等重点行业领域进行了重点整治。在整治过程中，对__年以来公告关闭及__年以来公告关闭的非煤矿山进行了全面清理排查，并落实了县、乡日常监管职责和包保责任。
二是严厉打击非法违法行为。今年共排查各类企业4497家，查出一般隐患23942条，已整改23836项，整改率为99.56%，查出重大隐患16项，已整改16项，整改率为100%。

一是加强培训，提升素质。今年以来，在煤矿、非煤矿山等重点行业领域开展的企业主要负责人、总工程师、安全管理人员和驻矿安全员等安全培训共22期，共培训了1579人次。
二是加强宣传，营造氛围。今年以来，在全国第十个“安全生产月”活动为契机，以“安全责任，重在落实”为主题，开展了形式多样的宣传行动，进一步营造了安全氛围，在活动中，共展出安全知识和事故案例展板248余块,制作安全知识宣传彩车10辆，发放安全宣传资料76300余份。
(六)着力加强保障能力建设。
一是抓机构和人员保障。除市、县(区)安全监管机构外，目前已建立乡镇(片区)安监站58个。
二是抓指挥系统保障。目前已建成了市级信息调度和应急救援指挥平台，并实现了市、县两级视频联网。
三是抓应急救援能力保障。__年以来共修改完善了3个市级安全生产应急救援预案;组织开展了4次大型应急演练，600余人参加了演练活动。
在市委、市政府的坚强领导下，在省安监局的帮助指导下，通过全市安监系统干部职工、相关部门的共同努力和社会各界的.关心支持下，全市安全生产形势不断好转，安全管理水平不断提升，安全保障能力不断增强。__年是“__”规划的最后一年，反映安全生产水平的各项指标显着下降，事故起数和死亡人数分别从“__”初的798起、311人降到304起、196人，首次降到200人以下。圆满地完成了省政府的各项考核任务。在__年省政府的目标考评中，我市获得一等奖。今年到目前为止，全市共发生各类事故110起、死亡107人，事故起数和死亡人数实现“双降”。
二、党风廉政建设情况
一是高度重视，认真落实党风廉政建设规定。我局把党风廉政建设与安全监管工作同安排、同部署、同落实。在工作中认真落实“一岗双责”和廉洁自律等党风廉政建设的各项规定，实现了党风廉政建设与机关效能建设和业务工作相结合。
二是强化责任，着力抓好制度建设。通过签订《党风廉政建设责任书》，建立完善各项工作制度，把党风廉政建设工作目标和责任落实到科室，落实到具体人，形成了齐抓共管的良好态势。
三是狠抓勤政廉政教育，筑牢思想道德防线。通过强化对职工干部的理想信念教育、廉洁从政教育、岗位敬业教育、腐败警示教育，深入开展讨论，不断强化职工干部的廉洁自律意识。
三、存在问题
一是安全基层基础依然薄弱。二是部分企业安全意识淡薄，主体责任落实不到位。三是生产、经营、建设的单位、企业涉及面广，专业性强，安全标准高，产业工人多，监管任务重，现有的监管力量不能完全满足需要。
四、下步工作重点
